Cost Of Living Adjustments and Merit Increases

Well, as you have heard, this year’s budget is currently forecasting a two percent Cost of Living Adjustment for all employees to start in January and a zero to four percent Merit increase to start in May. While it stops us from sliding further into poverty, many on the council are aware that this is not going to mean more money for our employees anytime soon.  Even though it is more than was originally earmarked for the employees, it will not undo the past four years of inflation or past health benefit increases.  

The COLA is scheduled to begin just as our increased medical benefits kick-in and the Merit will start a few months before our increased pension contributions start.  Interim City Manager Mary Suhm, stated that it could not start in October like the police and fire increases because the city did not have the money.

Medical Benefit Increases

Health costs are slated to increase yet again. While this is indeed a problem that all companies are having, many are concerned that the city could perhaps do more to contain costs. The Steelworkers have been meeting with Police, Fire and Retirees to see if there is something that can be done to eliminate or reduce this  increase. Sadly, this is an uphill battle that may require more sacrifice by the employees.   

One development from these meetings that has already occurred, is that our groups have managed to resurrect the long absent Employee Health Care Oversight Committee. One person from each department will be ELECTED (not appointed!) to make sure that next years benefits committee looks at all options to benefit the employees.

Pension Plan Update

As many of you know, at the council meeting on August 4th there were a few pension changes proposed by council. Those changes were in addition to what was agreed on by the appointed Pension Study Committee and what was presented to the Texas Pension Review Board. Needless to say, there was quite a bit of concern over this last minute attempt to undermine the Employees Retirement Fund Board. 

Charles Griffith, head of the retiree association, spoke before the council and took strong exception.  He pointed out that these changes were not what was recommended by their own review commission or what was presented to the State Pension Review Board by the City.

But happily, Mr. Griffith and Ms. Carla Brewer, both reported that after discussion and compromises, the more damaging suggestions have be blunted or avoided.

What passed? Well, the council now has veto power over the special increases granted to the poorest of the retirees. Not the regular COLA increases that are defined by charter and given to all employees, but the small additional stipend that can be given to the poorest of the poor. Council member Ransansky was, of course, very upset that any additional monies were given to anyone without him and the other council members being able to determine the amount or veto it. He was most upset that the COLA is charter determined and not subject to his input.

What didn’t pass? The changes to the ERF bylaws will still be generated by the ERF board and the City Auditor will remain a swing vote and not be counted as an employee representative.

This November, in addition to important national elections, we most likely will have pension and charter changes that need to be voted on. We need all city employees and their families registered to vote so, that we can have a voice on those issues that effect our lives, employment and retirements benefits.

Attached to your newsletter is a voter’s registration form. If you are already registered….you will want to check the date and address on your current card. If you are ‘good to go’, then you can give it to a friend, family member or neighbor.  We have many more at the office if you need them. Our friends could use a hand

Sign building activities have already started. If you want to help you can join them every Wednesday beginning at 4:00 p.m. and every Saturday beginning at 9:30 a.m. during the month of August. They have 21,500 signs to build and can do it with a good turnout at each event. Join us at IBEW 20 Hall at 7940 Northaven Rd at Central. Budget Town Hall Meetings – Times and Places for us to Attend

The following are locations of     the planned budget meetings    that the council people will be having. This is an important opportunity for those of us who live in the city to let the citizens know that their future services are in jeopardy from all the employee flight that is possible over the next five years.  

Apparently the fact that a staggering number of City employees are eligible to retire in the next five years is not sinking in with management and is not something the citizens are aware of. Of the 7000 civilian employees at the city, over 1000 can go in FY2005 if they choose. Over the next five years upwards of 40% of our workforce can leave if they wish. This puts services severely at risk.  

It is also an opportunity for all employees to inform the citizens of what the civilian employees are going through.  One easy way for non-resident employees to contribute is to print out our flyers and hand them out to the citizens as they arrive. Any left over ones could be left on the information table that most of these meetings have.  

Information on various topics of importance to us employees seems to be in short supply, so we need to educate as many citizens as we can. Please see times and locations below.

We were particularly please to hear a citizen (who was not to my knowledge an employee) speak on our behalf. While we were only one of the several things this citizen had on his mind... he did ask Oakley when the city was going to quit messing around and pay some more attention to their non-uniform employees, who are the backbone of this city. - M. A Christmas Project in July…. errr August… errr October!  

The following is a request from one of our members. As we know, many of the people over in Iraq are on extended tours and doubtless could use all the cheering up they can get. In previous wars, it was possible to send general delivery items to the troops to boost their morale. Sadly due to the mixed feelings that some people have about the war and the hateful things that have been sent to the troops in Iraq the military is only forwarding care packages from know family members or known support groups. This is a bit of a hardship on the lower ranking troops, who’s families cannot afford to support themselves, let alone mail regular packages. Please see the following....  

I am a member of the Steelworkers and also an employee of the City of Dallas .  I am also involved with the Ellis County Military Moms in supporting our troops in Iraq .  My husband and I have adopted two young men in the First Cav Division out of Fort Hood .  One of our soldiers heads up a squad of nine people, 10 counting himself.  A number of these soldier either have no family or the family is unable to provide them with care packages.  We are prohibited from releasing the names or addresses of these soldiers.  However, I can tell you that some of these individuals in the First Cav are from Dallas, Ellis County and some other nearby counties.  These boys and girls fighting for our freedoms deserve our support. These boys and girls are children, grandchildren, other family members, members of your church, and your co-workers.  Something as little as a letter will boost their morale.  My husband and I can only support two people by ourselves, but I am asking for support from the membership to help support the entire squad of 10.  This particular squad is all young males.  This project will be very important especially during the holidays. 

The following items can be donated.  If you can not afford to donate anything, a general letter of support or card would be helpful.  The letters and cards must not be in sealed envelopes, but left open.  If you choose to make a small money donation, it will be used to mail boxes.  All money will be accounted for by postal receipts.  Money may be given to President Michelle Frey, who will provide it to myself.  All items will be boxed and mailed by myself, unless enough people are interested in a special Christmas project, which would have to be mailed in October.

Donations may be left in the Union Hall at 500 S. Ervay Suite 112A.  Please sign your cards or letters, so the soldiers can express their thanks.  If you have small boxes, that too would be appreciated.  I hope you will choose to participate in some way.  Perhaps pictures of participants can be sent to the young men so faces can be put with names.  If you have any questions about this project, you may call me at home in the evening at 972-938-9363. - Carol S.
